The State Duma inherited its name from Russia’s first democratic representative institution that existed in the Russian Empire from 1906 to 1917. Naturally, the difference between a legislative advisory body the State Duma had been in the early 20th century and the present-day Russian parliament is really enormous. However, the fact that the 1993 Constitution revived the old name emphasizes certain continuity in the country’s political history and reflects Russian people’s wish to protect and consolidate the hard-won democratic freedoms.
This book contains a large body of facts and statistics concerning the 1995-1999 State Duma elections. With the exception of some figure comparisons the book does not cover the first Duma elections of December 1993 as “introductory” and held pursuant to the Regulations on State Duma Elections approved by a Presidential Decree following the political crisis of autumn 1993. The referendum on a new Constitution of the Russian Federation was held together with the first State Duma election. Subsequent elections of 1995 and 1999 dealt with here in detail were held on a fundamentally new basis laid down by the 1993 Constitution.
